AP: Dalit man inflicted with ‘third degree‘ torture for minor theft, cops detained
Two constables from the Padmanabham Police Station, part of the Visakhapatnam Commissionerate of Police, have been detained for subjecting a Dalit man to severe physical abuse, commonly referred to as ‘third-degree’ torture, which resulted in a fracture of his right leg.
The intensity of the torture was such that it caused a complete break in his femur bone, necessitating immediate hospitalization. The victim had been labeled as an ‘accused’ in connection to an unregistered minor theft complaint involving a rooster.
The 24-year-old Dalit man, Bandevarapu Papu, had been accused of stealing a rooster in a minor complaint.
According to The Hindu, the police torture was so severe that the femur bone was broken into two parts and he had to be rushed to the hospital.
The constables have been identified as K. Srinivasa Rao and K. Satish of the Crime branch of the police station.
