22% population in 75 districts, how many officers are from SC-ST in UP? Chandrashekhar wrote a letter to the secretary and sought an answer
Azad Samaj Party president Chandrashekhar Azad has written a letter to the Chief Secretary of Uttar Pradesh and sought full details of the deployment of Dalit officers on important posts. He alleges that incidents of caste-based discrimination and harassment are increasing, and the attitude of the police and administration is extremely insensitive.

Lucknow: Caste politics is heating up once again before the by-elections in Uttar Pradesh. Azad Samaj Party (Kanshi Ram) has intensified its efforts to mobilize Dalit votes. Party president and Nagina MP Chandrashekhar Azad has written a letter to the state Chief Secretary Manoj Kumar Singh and sought an account of the deployment of Dalit officers on posts ranging from Additional Chief Secretary to Thanedar. Nagina MP Chandrashekhar has also sent a copy of this letter to the Appointment Department, Home Department and DGP.
Chandrashekhar wrote that I want to draw attention to an important issue raised earlier by many SC-ST organizations. Uttar Pradesh is the largest state in the country in terms of population. The population of the state is about 25 crores. At present, there are 75 districts in the state. In this large population, about 22 percent of the population is from Scheduled Castes / Scheduled Tribes. In the Constitution of India, reservation has been arranged to end exploitation, atrocities and discrimination on the basis of caste and to provide representation to Scheduled Castes / Scheduled Tribes. Chandrashekhar wrote that my home state Uttar Pradesh is at the center of my concern because here the incidents of caste-based oppression, exploitation, crime and violence are increasing instead of decreasing. It is surprising that in case of injustice, atrocities and harassment, the incidents of chasing away the victims of the deprived class from the police station without registering an FIR, incidents of policemen behaving rudely, even if FIR is registered, incidents of applying weak sections, incidents of changing the complaint given by the victims keep coming to light. Chandrashekhar further wrote that his party officials and he himself have experienced that in cases of oppression of the deprived class, the attitude of the local administration and police administration is extremely insensitive or inclined towards the accused party. This situation is not only a big obstacle in the creation of a civilized society but also painful. In the Indian democratic system, the legislature, executive and judiciary have been given separate responsibilities to realize the concept of equal justice, freedom of living and social justice to the citizens of the country. Out of these, the executive is the important pillar which is the most effective pillar to prevent exploitation, oppression, harassment and violence of the deprived classes at the local level.
Chandrashekhar wrote in the letter that most of the officers and employees sitting in the administrative service and police administration of the state have an irresponsible attitude against this injustice and oppression. The biggest allegation at the root of this problem is – not giving representation to the officers/employees/policemen of the deprived classes in the decision making posts. In other words, appointment of District Magistrate, Additional District Magistrate, Superintendent of Police, Additional Superintendent of Police and Police Station Heads by looking at their caste.
He has written in the letter, “Therefore, being a Member of Parliament as well as a Member of the Parliamentary Committee on Home Affairs and a Member of the Parliamentary Committee on SC-ST Welfare, I want to understand with facts how much truth is there in these allegations? How many Additional Chief Secretaries/Chief Secretaries and Secretaries from SC-ST category are posted in various departments of Uttar Pradesh? How many District Magistrates, Additional District Magistrates from Scheduled Caste/Scheduled Tribe category are working in 75 districts of the state? How many Commissioners in 18 divisions of the state are from Scheduled Caste/Scheduled Tribe category? In how many districts, Senior Superintendents of Police/Superintendents of Police are from SC-ST category.”
